Regulations of CTBU on Administration of the Examinations (Excerpts)

Article 10 The teachers shall actively participate in the basic development of the quality of education, especially the development of disciplines, courses and laboratories which are organized by CTBU, the academy and the staff office and the teachers shall obey the distribution of work. The teachers of CTBU shall finish the nominal workload of instruction, The teachers of CTBU shall finish the nominal workload of instruction, actively carry out research in teaching, enthusiastically apply for research subjects at or above the municipal level, write research papers or survey reports about instruction, and spare every effort to enhance the level of instruction.

 Article 11 The teaches shall conscientiously observe the various regulations and rules of CTBU, strictly implement the various teaching documents, and comply with the teaching disciplines to achieve correct teaching style.

 Article 12 The teachers shall, in accordance with the requirements of the talent cultivation plan and the course syllabus, seriously study the status and role of this course in the whole teaching system and the connection and labor division of this course with other courses, know the teaching situation of previous courses and the arrangement of sequent courses, and handle successfully the connection between courses. The teachers shall be responsible for the compilation of the teaching plans of the courses they teach, the organization of the implementation and quality management of lecturing courses, coaching students, answering students’ questions, correcting exercises (including experimental reports), examinations and other teaching stages, and the guidance and checking of the implementation of teaching practices, extracurricular studies and other teaching stages of this course.

 Article 13 The teachers shall recommend, select or compile the textbooks and relevant teaching reference materials conforming to the requirements of the syllabus. The staff office shall take the responsibility of determining the textbooks in consideration of the nature of majors and the level of students and with attention to the ideological, scientific, systematic and advanced contents.

Article 14 The teachers shall take the responsibility of classroom teaching and classroom discipline maintenance to ensure the normal order of teaching.

Article 15 The teachers shall communicate with the persons in charge of the work of teaching and the work of student affairs, the tutors, and the head teachers about the teaching information, jointly solve the relevant problems in teaching, and become the directors of the students in their learning.

Article 16 The teachers shall seriously perform their duty, and accept work assessment and evaluation according to the relevant regulations of CTBU.

Article 19 The teachers shall, according to the requirements of the syllabus of the courses to teach, master proficiently all the contents, focus and difficult points of the courses, get familiar with and master the relevant main reference books and materials.

Article 20 The teachers shall finish 1/3 or more of all lecture notes of the courses to teach before lecturing the courses. For a new course, all the lecture notes must be ready beforehand, and the teacher should have a trial lesson for the designated chapters chosen by the staff office and then acquire the qualification of teaching upon the assesment of the fellow teachers(they should be 3 or above) and the approval of the head of the staff office and verification of the president of the academy who is in charge of the teaching affairs and then he will be reported to the department of personnel and the Educational administration office for record. For a new teacher or those who transfer to the teaching post from other jobs, when assigning the teaching tasks, it is better to arrange him to teach certain chapters at first and undertake all the teaching task of the course when he meets the requirements of the teaching quality.

 Article 22 Those teachers who teach badly and make no effective improvement shall not undertake the lecturing of the courses, or their work posts shall be adjusted.

Article 23 Lesson preparation. The course teachers shall get familiar with the syllabus, teaching aims and the basic contents of the lessons before the classroom teaching. They shall seriously study and master all contents, systems and structures, focus and difficult points of the textbooks in consideration of the actual situation of the textbooks and the students. They shall seriously compile lecture notes and lesson plans. They shall compile teaching plans in triplicate (one for each of the course teacher, the staff office or the academy, and the Teaching Affairs Administration) to arrange the contents and progress of teaching and determine the ways of lecturing (referring to lectures, exercises, discussions, experiments, etc). They shall get familiar with the relevant situations of the students, obtain the students’ roll, make preparations for the teaching models, wall maps, teaching aids, real object demonstration, etc. and keep them in good condition. They shall strengthen visual and concrete teaching to enhance the students’ perceptual awareness. CTBU advocates collective lesson preparation by way of teaching (course) groups to bring the groups’ wisdom and force into full play.

Article 24 Classroom teaching is the central stage of the teaching process. The course teachers shall, according to the requirements of the syllabus, lecture the courses in consideration of the characteristics of the students, comprehensively master the depth and width, focus and difficult points of the teaching contents of the course with clear order and strong logic, attach importance to the imparting of knowledge in systems and the cultivation of the students’ quality, and finish the pre-arranged teaching tasks with guarantee of both quality and quantity.

Article 25 The course teachers shall get familiar with the basic situations of the students, properly arrange the progress of teaching, continuously improve the methods and means of teaching, adopt the way of heuristic teaching, stress the guidance on students’ ways of learning, the training of students’ ways of thinking, and the cultivation of students’ awareness of creation. They shall actively adopt teaching with electric audio-visual aids, computer-assisted instruction and other modernized means of teaching and technologies of education, make full use of various information resources, expand the amount of pedagogical knowledge, and enhance the efficiency of instruction to modernize classroom instruction step by step.

Article 26 With the prerequisite of guaranteeing to finish the contents required by the syllabus, the course teachers shall, in combination with their own experience and advantages, extensively collect relevant teaching reference materials, introduce the current situation and the latest development and achievements of the discipline, extend and renew the contents of teaching, attach importance to the cultivation of students’ spirit of creation and capability of practice, and try their best to form their own characteristics of instruction.

Article 27 The course teachers shall wear clean and tidy clothes in class, keep faultless in form and refined in manner, speak clear, vivid, and smooth language, and write clear and standard notes on the blackboard.

Article 28 The teachers shall speak standard Chinese (foreign teachers shall speak standard foreign languages) in class, and use written languages conforming to the relevant regulations of language application of PRC.

Article 29 The teachers shall be the organizers of classroom teaching and the responsible persons for classroom order. The teachers shall stick to the class attendance checking system to check the attendance of the students, strictly require students to comply with classroom disciplines, maintain good classroom order, and timely solve the problems which are discovered.

Article 30 The course which lasts for only one semester shall only be undertaken by one teacher; the course which lasts for more than one semester can be undertaken by two or more than two teachers, but each teacher shall at least give lectures for one semester. The course teacher shall not shift during the progressing of the course, and the course teacher shall not take the liberty to find another lecturer to take over the class; if it is specially needed to do so, the approval of the dean or vice-dean of the academy shall be obtained, and the case shall be submitted to the Teaching Affairs Administration for the record and the students shall be timely informed.

Article 33 After-class tutoring shall include answering questions online, answering questions collectively, raising doubts, guiding students to read reference books, look up information in documents and materials, master laws and methods of learning, and correcting students’ exercises.

Article 34 The teachers shall guide students to make plans of learning and help students to master scientific methods of learning.

Article 36 The course teachers shall, according to the nature and characteristics of the courses they teach, give students a list of compulsory books for reading, and guide students to read reference books and look up information in documents and materials. They shall require students to make reading notes, shall specify the topics, contents, frequency, time and requirements of class discussions, which shall take up a proportion in the total score of the course.

Article 37 The teachers shall leave assignments for students according to the requirements of the courses, and seriously and timely correct and return the assignments to students. In principle the teachers shall leave one assignment after 2-6 teaching hours for each course.The course teacher should correct the exercises of all the students if the number of the students is less than 40 in the class; if the number of the students is about 41-100, then the number of correction should be more than one half; if the number of the students exceeds 100, then the number of correction should be one third at least. The corrected exercises should be returned to the students before the next assignment. The teacher should correct the mistakes in the exercises or make a mark to highlight them instead of just signing “checked”, date or name on it. There should be a score or remarks about the checked exercises. In case it is difficult to correct all of the exercises, the teacher can take an alternate way to correct them in turn after the approval of the staff office upon discussion so as to get a full view of the exercises of all the students. The teachers shall adopt a proper way to comment or correct the problems and common mistakes existing in the assignments.

The results of assignments shall be recorded as part of the regular performance of the students in this course. The teachers shall criticize and educate the students delaying to hand in the assignments and deduct their scores properly. The teachers shall treat the students copying others’ assignments as those handing in no assignments. For the students refusing to hand in assignments the quantity of which reaches 1/3 of the assignments of the semester, the teachers shall disqualify them from taking the final examination of this course and ask them to repeat the course. The director of the staff office shall selectively check the exercise books of the students to get a view of the teacher’s correction in the student’s exercises in the midterm and the final term.

Article 40 The students’ performance in each assignment shall be registered and scored in the “Teaching Records” as main evidence for assessment of their regular performance.

Article 41 For the experiments to teach, complete experiment instructions shall be available and handed out to students to preview before their doing the experiments.

Article 45 For guidance of cognition internship, social survey, and productive internship, internship syllabus and internship plans specifying the purposes, requirements, contents, schedule, etc of the internship shall be available and handed out to students before their internship.

Article 52 The instructors of course design shall prepare the instructions and specifications of course design and hand them out to the students before the starting of the design.

Article 53 At the end of course design, the score of the course design shall be comprehensively assessed by way of oral defense or doubt raising. The way of oral defense in groups and combination of exemplary oral defense in class and oral defense in groups can both be adopted, but the specific way shall be determined by the staff office. There shall be at least 3 teachers in each oral defense group. The instructors shall in principle avoid participation in the oral defense of the students they guided. The teachers participating in oral defense shall be the teachers relating to the course design.

Article 54 The teachers shall participate in the instruction of students’ theses (projects), guide the students to write school year theses and graduation theses (projects) and guide the students to attend the oral defense. No instructor of graduation theses (projects) shall guide more undergraduates than required. If instructors outside of CTBU are needed because of a shortage of instructors inside CTBU, the case shall be approved by the leaders of the academy and reported to the Teaching Affairs Administration for consent.

Article 55 The paper setting of the examination of each course shall be based on the syllabus, reflect the basic requirements of the course, and have a relatively wide coverage and a relatively higher degree of difficulty. For the same course taught by different teachers, the examination paper shall be set uniformly and the system of Paper A and Paper B shall be implemented.

Article 56 The teachers setting the examination papers shall, two weeks before the date of the examinations, submit the two sets of examination papers, the standard answers, and the marking criteria to the Teaching Affairs Administration for the record upon the signatures of the person in charge of the staff office and the president who is responsible for the teaching affairs.

Article 57 The teachers shall not give review exercises or circle or imply the scope and key points for review according to the examination questions during the students’ review and preparation for the examinations. The teachers shall disclose no examination questions before the examinations, give no hints to the students in the process of examinations, and refuse to answer any questions with the intention of guessing the contents of the examinations.

Article 58 The course teachers shall seriously check the students’ qualification for taking the examinations; for the students who are disqualified for taking the examinations, the course teachers shall make records, report to the administration office (or teaching secretary) of the academy for summarizing the data, and submit to the Teaching Affairs Administration for the record.

Article 59 The teachers shall select proper ways of examinations according to the requirements of course examinations. Except the way of close-book examinations, other ways of examination shall be implemented upon the approval and consent of the Teaching Affairs Administration. The examination schedule shall be published one week before the examination upon the negotiation of the department in charge of teaching and the academy. No course teacher or proctor shall take the liberty to change the examination schedule.

Article 60 The proctors shall enforce the examination disciplines and enter the exam ball ahead of time, and shall not be absent or late without due cause, leave the exam ball without permission, do things unrelated to the monitoring of examinations, talk with students or give hints to students, ensuring the good examination atmosphere and serious examination disciplines. The proctors shall stop the students’ cheating immediately when discovering it and report to the Teaching Affairs Administration after the examinations at once, and shall not conceal or deal with the case by themselves.

Article 61 The students’ examination papers shall be corrected by the course teacher in principle; if the case is special and the paper-correction needs to be done by others, the consent of the vice-dean shall be obtained. The course teacher shall sign the Examination Result Registration Form and be responsible for the students’ examination results recorded in the form. Nobody shall sign on behalf of the course teacher. If two or more than two course teachers use the same set of examination papers, the marking criteria shall be unified and the papers shall be scored collectively. 

Article 62 For the courses undertaken by part-time teachers, no matter when the examinations are carried out, the students’ examination results shall be reported to the administration office (teaching secretary) of the academy within 3 days after the examinations for registering the scores.

Article 63 The teachers shall be serious, impartial and practical, and in strict compliance with the marking criteria when scoring the papers, and shall not raise the scores of the students or play deception. The full-time course teachers shall submit the students’ examination results and the situation of the examinations within 3 days after the examinations, and shall not disclose the situation of scoring and the results to students before the submission thereof.

Article 64 When the scoring of papers is finished, the staff office shall carry out the examination quality analysis, including analysis of the quality of paper setting and analysis of the students’ examination results, find out the weak points and summarize experience and lessons. For the abnormal situations of examination results, the staff office shall find out reasons and make proposals for dealing with such cases; the academy which the course belongs to and the academy which the students belong to shall write their opinions on the proposals, which shall be checked by the Teaching Affairs Administration and implemented upon the approval of the vice-president in charge of teaching.

Article 65 All teachers shall stick to the work post of teaching during the period of undertaking the tasks of course teaching. If the case is special and the teacher has to be absent from the post, he/she shall make written applications ahead of time and be absent from the post upon approval. Generally the absence shall be at most twice and the period of each absence shall be at most one week. The period of absence longer than one week shall be approved by the vice-president in charge of teaching.

Article 66 The teachers shall not take the liberty to change classes with others,  find other lecturers to take over the class, leave the class in the process of teaching, smoke or eat snacks in class. The teachers’ mobile phones or other communication tools shall not distrub the teaching order. Generally the teachers shall not sit down and lecture the course. No department or individual shall be entitled to stop the class except required by the unified arrangement of CTBU and it is not permitted for a teacher to change the classes more than twice within a single semester.

Article 67 The teachers shall strictly enforce the classroom disciplines and lecture the courses according to the time and place required in the course schedule without free alterations. The course teachers shall go through the relevant formalities of shifting (taking over) classes if they cannot lecture the courses within a short period because of business or illness.

Article 68 The teachers (including tutors) shall seriously finish their tasks of teaching according to the teaching plans, carry out the work according to the required types of courses, contents, and teaching progress, conscientiously perform their duty according to the requirements of various teaching stages, and shall not take the liberty to increase or decrease the class hours.

Article 69 The staff offices shall organize pedagogical seminars or workshops, and arrange the staff offices or the teaching (course) groups to hold a pedagogical workshop at least each four weeks, and make detailed records of the activities of the workshops for further reference. Each academy shall, according to the needs of teaching, arrange their teachers to take part in the teaching professional training of young and middle-aged key teachers organized by the educational administration.

Article 72 Anyone who violates the regulations on teachers’ work of teaching especially the teaching disciplines shall be criticized, criticized in a circulated notice, even sanctioned and handled according to the relevant regulations on teaching accidents.

Article 76 These Regulations were deliberated at the president’s executive meeting on March 19, 2003, revised firstly in 2007,and secondly in July, 2012, and shall be implemented on the date of promulgation.
